Town of Antrim – Board of Selectmen
Meeting Minutes
January 20, 2009


The meeting was called to order at 5:02 p.m. by Chairman of the Board of Selectmen Michael Genest in the Little Town Hall at the Antrim Town Hall.

Members Present:        Michael Genest, Steven Schacht and Gordon Webber (present for part of the meeting).

Staff Present:  Neal Cass (Town Administrator).

Media Present:  Josh Bond-Monadnock Ledger-Transcript.

Selectmen met with the Parks & Recreation Commission, Sam Harding, Peter Lamb, Ron Haggert, David Kirkpatrick, Thelma Nichols, Rick Hood, and Barbara Reynolds.


1.  2009 Budget
·       Request is for $58,866, an 8% decrease from 2008
·       The weekend lifeguards are being replaced with one attendant who will monitor the property and enforce the rules, but will not be a certified lifeguard.
·       Selectmen thanked the Commission for their work to meet the Boards request.

2.  Discussion of the discontinuing the present Recreation Land Fund and establishing a new one with $100,000 in it.
·       The Parks and Recreation Commission would like the article removed from the Warrant.
·       Selectman Genest stated that much of the money was place in the fund for a specific purpose, the West Street property.
·       Mr. Haggert shared his concern that the article removing the funds may pass and the article creating the new fund could fail.
·       Mr. Kirkpatrick said that the money in the fund has “already been through the process” and should not be used for another purpose.
·       Mr. Harding felt that this seriously undermines the work that has been done to date.
·       Ms. Reynolds presented an overview of the current real estate market.
·       Selectman Genest said that he still feels it is the Town’s money and the voters should decide how to use these funds.

3.  Purchase of the tractor for use at Shea Field
·       The Parks and Recreation Commission supports the purchase of this tractor and feels that it an integral part of the maintenance of the field.
·       Mr. Lamb stated that to keep the equipment cost at $5,000 per year, no other equipment would be requested for 5 years.

Selectmen thanked the Parks and Recreation Commission for meeting with them.

The Town Administrator updated the Board on the following items:
·       There is a meeting scheduled with CSI this Thursday at 2:00 p.m.
·       The bid opening date for the Depot Street Bridge over the Contoocook is February 19, 2009, 2:00 p.m. at the Town Hall.
·       The school district will be holding a budget meeting here on January 27, 2009 at 7:00 p.m.

Selectmen reviewed correspondence and sign both the accounts payable and payroll
       manifests.

There being no further business, the Board decided by consensus to adjourn at 6:45 p.m.   The next meeting will be Thursday, January 22, 2009 at 2:00 p.m.
